How we work

What are we responsible for?

CCGs are responsible for planning, buying and monitoring the quality of the majority of local NHS services covering:

  • The care and treatment you may need in hospital and in the community
  • Prescribing
  • Mental health services
  • Support and services for people living with learning disabilities

Importantly this CCG is not responsible for the commissioning of primary care, which includes your GP practice, dentists and opticians – these areas are commissioned by the local offices of NHS England.

CCGs have a statutory role to support the quality of primary care and are responsible for the strategic planning of services, with primary care a key element of the local five-year Sustainability and transformation Plans, being developed.

We will work closely with our neighbouring clinical commissioning groups in West Sussex and will continue to work with all of our local NHS partners.

Building a first class health and care system for the people of Sussex and Surrey

All NHS health organisations and local authority organisations who commission and provide health and care in Sussex and East Surrey have put aside their usual boundaries and come together to work to create an ambitious local plan to achieve a vision of a sustainable health and care system built around the needs of our local populations.

Sussex and East Surrey is one of 44 geographical Sustainability and Transformation Plan (STP) “footprints” in England who have been asked to produce a long-term plan outlining how local health and care services will evolve, improve and continue over the next five years.

Our member practices

How we make decisions

We are accountable to every patient and member of our local community in Crawley. You can hold us to account and make sure that we are delivering the best possible health services for you and your family.

Each of our GP member practices are responsible for the decisions we make as a CCG. They have delegated their authority for these decisions to a number of groups which meet regularly to carry out the work of the CCG.


The Governing Body

Our Governing Body oversees the decisions that the CCG makes about local health services, ensuring our activities meet the best standards of quality for the local population. We strongly encourage public attendance at these meetings and openly invite you to attend.

Clinical Reference Group 

The group combines representatives from both the Crawley localities and includes GPs, GP Practice Managers and lay members. This group is accountable to the CCG and contributes to the overall direction of our work by engaging with  expert GPs and senior clinicians, patients and members of the general public.


Executive Group

The Exeutive Group is a decision-making body which develops and oversees care projects including long term conditions, urgent care and more. The group works closely with the West Sussex County Council and the district council(s).


Commissioning Patient Reference Group (CPRG)

The CCG also has a Commissioning Patient Reference Group through which patient representatives from practices and other groups across Crawley meet together with Horsham and Mid Sussex CPRG bi-monthly to discuss local health services and the CCG’s work. The CPRG members will monitor and provide feedback on engagement activities to assure the CCG Governing Body that the engagement of public and patients is an integral part of all activity. This group is key to ensuring the health services in our local area meet what you tell us you need.

360 degree stakeholder survey

Clinical commissioning groups (CCGs) need to have strong relationships with a range of health and care partners in order to be successful commissioners within the local system. The CCG 360 stakeholder survey is a key part of ensuring these strong relationships are in place.

As part of the CCG annual assurance process, NHS England commissioned IPSOS Mori to co-ordinate the survey. This survey allowed stakeholders to provide feedback on our working relationships. Stakeholders surveyed included GP member practices, the Health and Wellbeing Board, Healthwatch , West Sussex County Council and other NHS organisations.

Conflicts of Interest

A conflict of interest occurs where an individual’s ability to exercise judgement, or act in a role, is or could be impaired or otherwise influenced by his or her involvement in another role or relationship. Clinical commissioning groups (CCGs) manage conflicts of interest as part of their day to day activities. Effective handling of conflicts of interest is crucial to give confidence to patients, tax payers, healthcare providers and Parliament that the CCG commissioning decisions are robust, fair and transparent and offer value for money.  NHS England have produced statutory guidance, part of which is that all CCGs need to publish their declaration of interest register, as well as the gifts and hospitality register and register of procurement decisions.

Crawley CCG reported a breach in Quarter 1Crawley CCG had no conflict of interest breaches between 1st  July 2017 and 10th January 2018.
